Adamawa Health Stakeholders Seek United Action to. . .

Stakeholders in Adamawa State’s health sector have called for stronger collaboration to revitalise and strengthen healthcare delivery under the state’s Contributory Health Scheme. The call was made during a two-day strategic engagement involving healthcare providers, Health Maintenance Organizations (HMOs), and enrollees at the Nyako Conference Centre, State Secretariat, Yola. The forum brought together representatives of Ministries, Departments and Agencies (MDAs), insurance providers, third-party administrators and other key stakeholders in the state’s health insurance ecosystem to deliberate on strategies for improving the performance and sustainability of the scheme. Discussions centred on key challenges affecting the scheme, including the rising cost of healthcare services and its implications for sustainability, as well as discrepancies in the enrolment database. Stakeholders also examined findings from the actuarial assessment of the scheme, with particular emphasis on improving the availability, quality and utilisation of data to support evidence-based planning and decision-making. At the end of the deliberations, participants developed practical and actionable strategies aimed at enhancing the sustainability, efficiency and quality of healthcare services provided under the Adamawa State Contributory Health Management Agency (ASCHMA). Speaking with journalists, the Executive Secretary of ASCHMA, Dr. Amos Ujulu, represented by Dr. Kennedy Yakubu, said the engagement became necessary due to inconsistencies identified in the scheme’s database. He reaffirmed the agency’s commitment to providing accessible, efficient and quality healthcare services to enrollees, while commending Governor Ahmadu Umaru Fintiri for his continued support through counterpart funding and other critical interventions that have strengthened the scheme. Dr. Ujulu identified major challenges confronting the programme to include the absence of updated actuarial determinations and reliable provider tariffs, inadequate utilisation data, incomplete claims reporting, inconsistent facility records and delays in data submission. He advocated improved reporting systems, stricter compliance with data standards, regular actuarial reviews and the development of sustainable provider tariffs to enhance the scheme’s long-term viability. In his remarks, the Head of the Adamawa State Civil Service, Pharmacist Shehu Ardo, represented by the Permanent Secretary, Central Administration, Mr. Oliver Gani, emphasised the need to strengthen the health insurance scheme to improve the wellbeing of citizens. Also speaking, the Zonal Head of Venus Medicare for the Northeast and Northwest and Chairman of the HMOs Forum, Dr. Marafa Mohammed Iya, said stakeholders remain committed to making healthcare delivery more affordable, accessible and of higher quality across the state. The Chairman of the Principal Medical Officers (PMOs) in Adamawa State, Dr. Zamani Jacob Tizhe, appealed to the state government to engage the Federal Government on relaxing the mandatory use of the National Identification Number (NIN) as a prerequisite for enrolment into the scheme. According to him, the requirement could prevent many dependents, particularly the elderly and other vulnerable groups, from accessing the benefits of the health insurance programme. The strategic engagement concluded with a renewed commitment by stakeholders to work collectively towards building a more efficient, sustainable, data-driven and people-centred health insurance system for the people of Adamawa State.
