Call for input into the African Commission on Human and Peoples’ Rights’ Draft Study on Integrating Economic, Social and Cultural Rights in National Development Planning in Africa

Deadline:28 August 2026Issued by:African Commission on Human and Peoples’ Rights Working Group on Economic, Social and Cultural RightsPurpose:To inform the African Commission on Human and Peoples’ Rights’ forthcoming Study on Integrating Economic, Social and Cultural Rights in National Development PlansBackgroundIn its Resolution ACHPR/Res. 561 (LXXV) 2023, the African Commission on Human and Peoples’ Rights mandated its Working Group on Economic, Social and Cultural Rights (Working Group) to “prepare a draft Study on ‘Economic, Social and Cultural Rights and National Sustainable Development Processes in Africa, affirming that developing rights-based guidance, focused on key implementation mechanisms at the national level in Africa, could deepen engagement and more effectively promote alignment between human rights and sustainable development polices and plans within African states”. Using a human rights-based approach (HRBA) framework, the study assesses the extent to which African regional human rights standards, jurisprudence, principles and recommendations are reflected in national development plans in Africa. It further identifies good practices, gaps and challenges, and provides evidence-based recommendations aimed at guiding the integration of human rights in sustainable development policies and programmes across the continent. The study and its methodology are not designed to assess the human rights outcomes of NDPs, but rather to determine whether an adequate human rights-based framework for implementation appears to be in place nationally and what measures need to be taken to address any identified gapsWith the first phase of the drafting and consultation processes now complete, the Draft Study is ready for public input. ObjectivesThe Working Group seeks to collect inputs from States and other stakeholders - including national planning authorities, national human rights institutions, civil society, and regional bodies in strengthening the integration of ESCRs into development processes. By aligning national development planning more closely with human rights frameworks, States can better ensure that development is inclusive, participatory and responsive to the needs and rights of all. Submission GuidelinesIn line with the ACHPR’s Consultative approach, the draft Study is being published for stakeholder review. Stakeholders are encouraged to provide focused inputs, including comments and actionable proposals, to enhance the integration of ESCRS in National Development Planning in Africa, aligning national development planning more closely with human rights frameworks.
