Lawmakers in the EU Council approved two implementing regulations to enact tariff commitments reached with the United States, affecting industrial goods, seafood, and selected agricultural items. The measures promise stable transatlantic flows while granting the Commission fast acting safeguards and a review of effects due by 30 June 2029. On Thursday, the Council of the European Union finally adopted two regulations implementing tariff commitments within the trade agreement between the EU and the United States. According to a press release from the Council of the European Union, the adopted documents complete the legislative process and confirm the EU’s commitment to stable, predictable, and mutually beneficial transatlantic trade relations, while preserving the necessary mechanisms to safeguard European economic interests. We are committed to a strong and open transatlantic partnership with our historic ally, but openness must be paired with protection of our interests. These measures deliver both: they promote stable and predictable trade flows with the United States, while ensuring that the EU can respond quickly and proportionately if the agreements are not fulfilled or if its interests are threatened. We send a clear signal: Europe is open to the world, but at the same time firmly determined to defend its businesses and workers– Michael DamianosKey implications and response mechanismsThe adopted regulations remove the remaining EU tariffs on industrial goods from the United States, provide preferential access for certain American seafood and certain types of agricultural products through tariff quotas and reduced duties, and also continue to suspend tariffs on lobster imports from around the world under the most-favoured-nation regime. The documents also provide for a special protective mechanism that allows the European Commission to respond promptly in the event of a sharp rise in imports that could deal a serious blow to European manufacturers. Additionally, the EU strengthens its ability to suspend tariff preferences if the United States does not fulfill its obligations or otherwise breaches trading relations. After adoption by the Council, the documents will be signed and enter into force on the day of publication in the Official Journal of the European Union. The main regulation will remain in effect until the end of 2029. By 30 June 2029, the European Commission will present a comprehensive assessment of the impact on trade between the EU and the United States, customs revenues, and economic consequences, including the impact on small and medium-sized enterprises. If needed, the EC will accompany this assessment with a legislative proposal to extend the duration of the regulation. Earlier, the European Parliament, in Strasbourg, finally approved two legislative acts that are to implement the EU’s tariff commitments under the trade agreement with the United States reached last year, involving Donald Trump. Thus, the EU is strengthening its trade mechanisms with the United States and outlining clear frameworks for interactions in the future.
