European countries are not prepared to deal with potential Russian drone attacks and currently cannot clearly attribute such incidents to Russia, according to a study released by the London-based International Institute for Strategic Studies (IISS). The study, conducted with Germany’s Hanns Seidel Foundation, found that European countries have been unable to clearly attribute drone incidents — including over airports and sensitive military facilities — to Russia. “The report considers it highly likely that the Kremlin has conducted a drone campaign over Europe,” the study said. The researchers concluded that Europe’s current counter-drone architecture does not yet adequately address the threat, despite NATO, the European Union and national governments paying greater attention to the issue. “Detection remains uneven, legal authorities are fragmented, response options are often disproportionate, and attribution remains far too slow to support timely deterrence,” the study said. The report identified attribution as one of the biggest challenges facing European governments. It noted that no European government has so far publicly attributed a UAV overflight to Russia. One reason, according to European officials who spoke to the researchers, is that national authorities have focused on responding to individual incidents within their own countries rather than connecting separate events across Europe to identify a broader pattern. Commenting on the study, Klaus Holetschek, chairman of the Hanns Seidel Foundation, called the findings concerning. “It is worrying. Europe is not yet sufficiently prepared for this form of hybrid threat,” Holetschek said. The study examined 144 incidents between August 2024 and February 2026 across 12 NATO member states and Ireland.
