Health boards must not interfere in daily operations, says Ghana minister

Health Minister Kwabena Mintah Akandoh has warned boards and board members against becoming involved in the day-to-day administration of health institutions, saying such responsibilities rest with management. Speaking on the second day of the Ministry of Health’s High-Level Mid-Year Review Retreat in Ho, Mr Akandoh said a clear understanding of the separate duties of boards and chief executive officers was necessary for effective governance. “The day-to-day running of the institution is not the responsibility of the Board or Board members,” the minister stated. Participants at the retreat are receiving training on corporate governance and the role of boards, with the sessions intended to clarify how institutions should be managed and governed. Mr Akandoh said defining the responsibilities of boards and chief executive officers would help prevent interference in the daily running of health institutions. He stressed that governance arrangements would only work effectively when those in leadership understood the limits and obligations attached to their respective positions. The minister also underlined the importance of good governance in ensuring that public resources are used properly and directed towards improving the well-being of the people. He used the retreat to reaffirm his commitment to ensuring that health agencies have Legislative Instruments (LIs) in place. According to Mr Akandoh, the instruments would support good governance and promote effective management across the institutions. The minister also called on health institutions to show greater prudence when using public funds. He placed particular emphasis on spending linked to seminars, training and travel, saying decisions in those areas should take account of the country’s resource constraints. Mr Akandoh said the governance training would equip participants with a stronger understanding of the principles guiding their work. He added that it should help institutions avoid infractions and support decisions based on accountability and effective management. The minister encouraged all participants to take an active part in the sessions and to develop a clear understanding of their individual roles and responsibilities. His comments came as the Ministry of Health’s mid-year review retreat continued in Ho, where the focus included strengthening governance arrangements and improving the administration of health institutions. The discussions centre on ensuring that boards provide appropriate oversight while management remains responsible for the daily operation of their organisations.
