Marking a significant step toward strengthening its institutional systems, the Department of the Interior and Local Government – National Capital Region (DILG-NCR), through its Local Governance Regional Resource Center (LGRRC), conducted the activity titled Crafting the Blueprint for a Future-Ready LGRRC: DILG-NCR LGRRC Operations Manual and Business Plan Writeshop on August 3–5, 2026, at The Tribute Hotel, Scout Gandia Street, Quezon City. Convening the LGRRC-NCR Core Team, Coordinators, Facility Leads and Members, and sub-LGRC representatives, the three-day writeshop provided a collaborative platform to develop, refine, and validate the Operations Manual and Business Plan, which will serve as institutional reference documents guiding the effective, efficient, innovative, and sustainable management of the LGRRC. In her welcome remarks, DILG-NCR Regional Director and LGRRC Chairperson and Adviser Maria Lourdes L. Agustin, CESO III underscored the importance of the writeshop in ensuring that the LGRRC remains responsive amid the region’s increasingly complex governance landscape. “This writeshop is more than just a workshop—it is an investment in the future of the LGRRC-NCR and an opportunity for us to define how our organization will continue to evolve and respond to the changing demands of local governance,” said RD Agustin. Shortly after, Local Government Capability Development Division (LGCDD) Acting Chief and LGRRC Core Team Member Maria Jasmin D. Diaz presented the objectives, expected outputs, and program of activities for the writeshop. To formally commence the technical sessions, LGCDD Assistant Chief and LGRRC Lead Coordinator Dennis R. de Paz revisited the mandate, framework, core services, and strategic direction of the LGRRC-NCR. He also reinforced key knowledge management concepts and facilitated a design thinking activity, emphasizing that meaningful innovation begins with understanding users’ needs and that effective solutions are achieved through empathy, collaboration, and continuous improvement. Acting Chief Diaz then discussed the roles, functions, and operational status of various LGRRC service facilities, identifying organizational gaps affecting the efficiency and effectiveness of LGRRC operations. She also presented key recommendations aimed at refining the Operations Manual to ensure alignment with the LGRRC-NCR’s priorities. Facilitated by Dr. Norberto V. Casabal, Chief Executive Officer of Nobleminds Global Consulting Inc. , with the assistance of Project Operations Manager Lee Anthony Joseph B. Marzan and Marketing and Client Relations Manager Faye Ane L. Balangue, the workshop proper engaged participants in a series of collaborative activities to critically assess the draft Operations Manual. Working in Technical Working Groups (TWGs), participants identified operational gaps, assessed risks, and developed recommendations to strengthen governance structures, institutional systems, knowledge management mechanisms, and service delivery across the LGRRC. Building on these findings, participants redesigned key operational processes and translated the validated improvements into draft policy provisions for the revised Operations Manual during the second day of the writeshop. Through plenary discussions and peer validation, the TWGs refined workflows, clarified roles and responsibilities, and ensured that the proposed provisions promote consistency, accountability, and organizational effectiveness. On the final day, participants developed actionable business plans that established a clear roadmap for implementing the LGRRC’s long-term strategic direction. Concluding the three-day writeshop, DILG-NCR Assistant Regional Director and LGRRC Manager Atty. Ana Lyn R. Baltazar-Cortez, CESO IV urged participants to remain committed to the vision collectively established during the activity. She also encouraged them to maximize the LGRRC facilities as vibrant learning hubs that inspire innovation, foster collaboration, and empower every local government unit in Metro Manila. Through this initiative, DILG-NCR reaffirms its commitment to strengthening the LGRRC as a dynamic platform for knowledge management, multistakeholder partnerships, and convergence, further advancing its role as a catalyst for institutional learning and evidence-based local governance within the region.
