Proparco Backs Rwanda’s EdenCare to Expand Digital Health Insurance

Proparco has provided $250,000 in financing to Rwandan health insurtech company EdenCare. The funding will support the company’s expansion in Rwanda and Kenya and strengthen its digital platform. EdenCare is betting on AI-driven claims processing to gain ground in East Africa’s underdeveloped private health insurance market. Proparco, the private-sector financing arm of the French Development Agency (AFD) Group, has provided $250,000 in financing to EdenCare, a Rwandan company specializing in digital health insurance. Announced on June 23, the funding will help the startup strengthen its position in Rwanda, support its expansion into Kenya, and further develop its technology platform designed to simplify health insurance management. — Proparco (@Proparco)June 23, 2026According to Proparco, the investment supports the digital transformation of healthcare in East Africa while contributing to several Sustainable Development Goals, including SDG 3 (Good Health and Well-Being), SDG 8 (Decent Work and Economic Growth), and SDG 9 (Industry, Innovation and Infrastructure). The investment comes as Rwanda is increasingly recognized as one of Africa’s success stories in health coverage. Through its community-based health insurance system, managed by the Rwanda Social Security Board (RSSB), more than 90% of the population has access to health coverage. Private health insurance, however, remains relatively underdeveloped, with fewer than 16% of Rwandans covered. Founded by Moses Mukundi, EdenCare is targeting that market, particularly small and medium-sized businesses in the formal sector that often struggle to find insurance products suited to their needs. The company faces competition from established insurers such as Jubilee Health Insurance and AAR Insurance, as well as technology-focused healthcare platforms like M-TIBA, which already has a strong presence in the region. Betting on TechnologyTo stand out, EdenCare has built a fully digital insurance platform powered by artificial intelligence. The system automates claims processing, reduces fraud risks, and speeds up reimbursements. While insurance claims in several East African countries can take up to three months to process, EdenCare says some claims can be settled within hours through its platform. The faster turnaround offers a significant advantage for partner hospitals and clinics, helping them improve cash flow and reduce disruptions caused by delayed payments. According to the company, its platform is connected to more than 1,300 hospitals and clinics in Rwanda, representing about 70% of the country’s healthcare network. It is also linked to more than 600 healthcare facilities in Kenya. Sandrine Gaingne
