Saudi Arabia is redefining mental and behavioural healthcare from a stigmatised afterthought into a priority investment sector — and a SAR 3. 8 billion PPP contract awarded last month is the clearest signal yet that private capital is being invited to lead the transformation. Saudi Arabia’s Ministry of Health and the National Centre for Privatisation & PPP (NCP)awarded the operation and management contract for the SABIC Specialized Behavioral Healthcare Hospital in North Riyadh to the SEH Healthcare joint venture on 17 June 2026, with the total contract value estimated at SAR 3. 8 billion ($1 billion) over a 15-year concession period, according to disclosures from Tadawul-listedSMC Healthcareand project documents published by the NCP. The award letter was received by Al-Mukhtas Al-Sehhi Medical Company, a 51%-owned subsidiary of SMC Healthcare, which will carry primary operational responsibility for managing and running the facility under the concession terms. Specialised Medical Centre HospitalThe SEH Healthcare consortium brings together SMC Healthcare — which operates a network of hospitals and specialized medical centers across Riyadh — Germany’sDr. Ebel Fachkliniken, a rehabilitation and neurological care specialist with decades of experience in structured addiction treatment and mental health services, and Health Gates Complex, a Saudi-based mental healthcare services provider. The tri-party structure pairs Saudi clinical and regulatory knowledge with German clinical expertise in behavioral medicine, a discipline where European providers have built internationally recognized treatment protocols over several decades. Facility Specifications and Service ScopeThe SABIC Specialized Behavioral Healthcare Hospital, located in North Riyadh, is a purpose-built facility covering approximately 62,500 square meters with a capacity of 150 beds. It includes 19 outpatient clinics, six dedicated day-care rooms, and specialized treatment units spanning mental health, addiction treatment, rehabilitation, and aftercare. The breadth of clinical scope — from acute inpatient psychiatric care to outpatient addiction counselling and recovery aftercare — reflects the facility’s positioning as a regional center of excellence rather than a single-specialty unit. The PPP structure assigns operational responsibility to the SEH Healthcare consortium while retaining government ownership of the physical facility. Under the 15-year concession, the consortium will be responsible for all medical and non-medical operations, facility management, equipment management, and the delivery of specialised clinical services — a full operating concession model that transfers clinical and financial performance risk to the private sector. Saudi Arabia’s Healthcare PPP MomentumThis award represents one of the highest-value healthcare PPP transactions in Saudi Arabia to date and the first PPP in the kingdom specifically focused on behavioural and mental health services at scale. Saudi Arabia’s healthcare privatisation programme, embedded in Vision 2030’s Health Sector Transformation Programme, aims to increase private sector participation in healthcare delivery from the current level to a target of approximately 35% of total services by 2030. The Ministry of Health has previously completed hospital PPP transactions — including earlier facility management contracts in Riyadh and Makkah — but the SABIC Behavioural Hospital represents a more complex clinical scope than most preceding awards.
